Governance Rule

No adoption instance may redefine LSCO-PLATFORM-ADOPTION-001 or LSCO-ADAPTIVE-ACCESS-001.

A platform may prove the doctrine.
AI may use the doctrine.
A future API may implement the doctrine.

None may rewrite it.
