This record attests that **continuity integrity depends on preserved chain of custody** for all verification artifacts and continuity records resolved within the Life-Safety Continuity Library.

 

Chain of Custody is established by the following facts:

 

  1. Verification artifacts exist and are time-valid (Blocks 05 and 06 satisfied).
  2. Verification artifacts are traceable through **documented handling, transfer, storage, and access events**.
  3. Custody records preserve **who handled the artifact, when, and under what conditions**, without retroactive modification.
  4. Breaks, gaps, or ambiguity in custody are explicitly recorded as **custodial discontinuities**, not resolved by inference.
  5. Continuity claims retain authority only to the extent that custody is intact and documented.

 

This record makes **no claim** regarding:

– artifact correctness, 

– fault attribution, 

– remediation adequacy, or 

– enforcement outcome.

 

It asserts only the **integrity of evidence handling**, which is the sole jurisdiction of Block 07.

 

Chain of Custody is determined by **traceability**, not by reputation, intent, or authority.
