To prevent life-safety decisions from advancing on broken continuity.

Scope
This Constitution governs any domain where origin matters, custody matters, time gaps matter, interpretation can mask risk, evidence precedes consequence, and failure carries life-safety consequence.

Conditions of Passage
Any testimony, interpretation, or decision attempting to advance within this domain must preserve explicit origin, maintain observed sequence without reconstruction, account for time intervals and degradation, demonstrate custody integrity across handoffs, include restoring action where continuity degrades, and subordinate intelligence and interpretation to execution.

No passage by interpretation alone.

Where continuity degrades, testimony pauses.
Where continuity is restored, testimony proceeds.
Drift constitutes violation.

Memory
Indexing, reference, and compounding occur without mutation.
Sequence continues indefinitely.
