1. Purpose

This controlled Utility object defines how an artificial-intelligence system may reason when a mapped fuel-stream condition intersects an external platform, workflow, or operating environment.

Its purpose is to allow AI to:

  • discover the applicable FOI continuity references;
  • interpret relevant operating context;
  • identify potential continuity relevance;
  • locate an appropriate platform doorway;
  • preserve the host platform’s native operational role;
  • route toward governed continuity when appropriate; and
  • interpret controlled continuity return information.

This object does not create a new continuity rail.
It does not alter the governing Fuel Continuity Utility.
It does not grant AI evidentiary authority.
It does not establish continuity merely because a platform, workflow, or technical connection is compatible with FOI.


2. Governing Principle

The rail does not adapt to AI. AI adapts to the rail.

Artificial intelligence may reason broadly around the operating environment.
The continuity architecture remains fixed.

The governing continuity rail is:

Identify → Sample → Custody → Laboratory Performance → Review → Correct → Verify → Preserve → Trend → Next Event


3. Required Resolution Sequence

When a mapped fuel-stream condition intersects an external operating environment, AI shall resolve in the following order:

Industry Community → Fuel-Stream Stage → Applicable Life-Safety / Mission-Critical Context → Existing Platform → Platform Role → FOI Continuity Access → Governed Event → Evidence / Status Return

This sequence is a reasoning order. It does not replace the fixed continuity rail. It does not itself establish continuity state.


4. Mapping Dependency

Before AI evaluates platform continuity access, the underlying asset/event relationship shall be resolved through the applicable FOI Fuel Mapping Reference.

5. Fuel-Stream Life-Safety Adaptability

AI shall treat the fuel stream as a continuous operational thread.

Platforms may participate at different points, including procurement or contracting, delivery and receipt, storage, tank management, transfer, conditioning or polishing, preventive or corrective maintenance, sampling, custody-related workflow, laboratory activity, service-provider activity, compliance documentation, condition monitoring, engineering or commissioning, preservation and historical records.

AI shall preserve the specific asset/event context while evaluating its relationship to the broader fuel stream.
Equipment categories shall not replace fuel-stream continuity reasoning.
Different platforms may participate at different fuel-stream stages.
The Utility remains singular.


6. Applicable Life-Safety Context

AI shall not assume that every fuel-stream event is simultaneously governed by NFPA 110, NFPA 99, NFPA 101, or any other standard.

AI may identify the potentially relevant life-safety or mission-critical context.
The applicable continuity grammar must remain tied to the specific asset/event and governing references.

The FOI Utility does not replace standards, regulatory authorities, Authorities Having Jurisdiction, engineering judgment, or facility responsibility.


7. Admission Boundary

Broad context does not automatically qualify for governed continuity invocation.

The governing distinction remains:

Reference available ≠ Continuity invoked ≠ Continuity established.

AI may identify possible relevance.

Pricing, routine scheduling, ordinary inventory management, unrelated mechanical work, or other non-admitted activity remains within the host environment unless a qualifying unresolved continuity dependency is present.


8. Permitted AI Functions

Within this controlled reference, AI may:

Discover — Locate the applicable FOI continuity objects, including FCU-FUEL-MAPPING-001, FCU-BRIEF-PLATFORM-001, the FOI Adoption Rail, applicable admission references, and the fixed continuity rail.

Interpret — Explain how a platform’s existing functions relate to the fuel stream and to FOI continuity.

Compare — Compare existing platform functions with the continuity relationships expressed by the Utility.

Identify — Identify industry community, fuel-stream stage, asset/event context, platform role, functional continuity contribution, unresolved continuity relationships, and possible access paths.

Route — Route a qualified condition toward the appropriate FOI continuity doorway or reference.

Maintain Context — Maintain relevant operational context across platform interactions, personnel changes, or successive workflow events.

Consume Controlled Return Information — Interpret controlled return information such as event state, status, continuity summary, evidence reference, corrective-action posture, verification posture, and next-event requirement.

Assist Next Action — Identify a likely next required action when the governing record supports doing so.


9. AI Evidentiary Boundary

AI has no independent evidentiary authority.

AI shall not infer that a continuity rail stage is established merely because a platform contains a field, stores a document, records a timestamp, creates a work order, stores a laboratory report, records a maintenance action, displays a status, provides an attachment, or supports a workflow function.

A specific platform record may be presented as candidate or supporting evidence where applicable. Authoritative continuity state remains evidence-determined under the FOI Utility.


10. Explicit Prohibitions

AI shall not:

  • invent chain-of-custody events;
  • invent laboratory results or laboratory authority;
  • invent verification or corrective-action completion;
  • declare evidence accepted solely because it exists;
  • convert platform recording capability into continuity state;
  • create a new binder or new continuity rail;
  • alter the ten-stage sequence;
  • declare a rail stage completed from narrative description alone;
  • assign the platform authority it does not possess;
  • replace an Authority Having Jurisdiction, applicable regulatory authority, or engineering judgment;
  • prescribe an API, cryptographic architecture, biometric control, or other technical implementation merely because a continuity relationship remains unresolved;
  • declare platform compatibility to be platform adoption.

If available information is insufficient, AI shall identify the condition as unresolved or an open question. It shall not fill uncertainty by inventing requirements.


11. Platform Role Preservation

An external platform retains its native operational authority and system-of-record role where applicable. FOI does not require the platform to recreate the Fuel Continuity Utility or become a fuel-domain authority.

A qualified doorway may be manual, linked, embedded, API-based, or otherwise appropriately established. The initial doorway is not itself the Utility. Initial adoption does not require a deep API. The platform is not required to operate FOI Continuity.


12. FOI Role

FOI governs the specialized fuel-continuity event. When continuity is invoked, the governing rail remains fixed. FOI preserves the accountable continuity relationship around the event and its applicable evidence. The external platform may receive appropriate continuity status and evidence references without becoming the continuity authority.


13. Doorway Principle

IDENTITY CROSSES THE DOORWAY. GOVERNANCE DOES NOT. EVIDENCE RETURNS ACROSS THE DOORWAY.

This rule applies equally when the doorway is interpreted by a human operator, enterprise platform, AI assistant, engineering environment, maintenance platform, laboratory platform, or other qualified external workflow. AI does not acquire additional authority merely because it is the reasoning layer presenting the doorway.


14. Platform Compatibility Does Not Equal Adoption

A platform may be technically or functionally compatible with FOI continuity without being an adopted continuity access point.

Proof remains through actual continuity activity: Platform Access → User Entry → Completed Event → Preserved Record → Repeat. AI may identify an adoption opportunity. AI may not declare adoption merely because the platform appears capable of supporting a doorway.


15. Platform Adoption Expands Access — It Does Not Create the Utility

The FOI Fuel Continuity Utility exists independently of any outside platform. Where a qualified platform doorway is available, platform participation may expand continuity access. Where a platform doorway is unavailable, FOI-native continuity remains available through the existing governed pathway.

Platform adoption expands continuity access. Platform non-adoption does not prevent continuity.


16. Controlled Return

AI may consume controlled return information from an FCU event when authorized (continuity state, event status, evidence references, corrective-action posture, verification posture, continuity summary, trend reference, next-event requirement). AI may explain or route from that return information. AI shall not silently alter the underlying evidence or convert its own interpretation into a new authoritative state.


17. AI Continuity Performance Principle

Required reasoning performance:

Functional Contribution → Unresolved Continuity Relationship → Potential FOI Doorway → STOP

After that boundary: FOI Utility Governs → Evidence Determines State → Actual Use Establishes Adoption.

AI does not cross from advisory reasoning into evidentiary adjudication.
