Block 09 Statement

This entry defines the strict boundaries between observable structure and interpretation, and the limits imposed on observers within the continuity system.

Interpretation does not create continuity.
Observation only detects it.


Observer Definition

An Observer is any agent, system, or process that evaluates states, transitions, or records within the Archive.

Observers do not possess authority to alter:

  • sequence,
  • routing,
  • invariants,
  • geometry,
  • proof.

Interpretation Boundary Rule

No observer may introduce interpretation where observable structure is absent.

  • Interpretation may not substitute for MLP.
  • Interpretation may not repair coherence loss.
  • Interpretation may not justify inadmissible transitions.

If structure is insufficient, the state is non-admissible.


Observer Limitations

Observers are constrained to:

  • reading declared routes,
  • evaluating invariant satisfaction,
  • verifying reconstruction and traceability.

Observers may not:

  • infer intent,
  • elevate explanation to proof,
  • override upstream constraints.

Narrative Prohibition

Narrative descriptions:

  • are non-binding,
  • have no structural authority,
  • may not influence admissibility.

Narrative exists outside the continuity system.


Scope of Authority

This block governs:

  • evaluation boundaries,
  • observer behavior,
  • interpretation limits.

It does not:

  • redefine remediation (Block 08),
  • redefine trust (Block 07),
  • assert proof (Block 02).

Immutability Clause

This Block 09 entry is immutable once posted.
Any refinement must be introduced as a new Block 09 entry with a higher sequence number.


Closure

This entry establishes interpretation as external to continuity, and observation as limited to structural verification.
