### **Testimony**
This record attests that **temporal validity is a required condition** for all verification artifacts and continuity claims resolved within the Life-Safety Continuity Library.
Time Integrity is established by the following facts:
- Verification artifacts exist and are admissible (Block 05 satisfied).
- Verification artifacts are bound to **defined time intervals**, including creation time, validity window, and inspection or test frequency where applicable.
- Continuity claims are evaluated with respect to **elapsed time**, including decay, drift, degradation, or obsolescence of evidence.
- Absence of current verification within required intervals constitutes a **temporal gap**, not an assumption of validity.
- Blind windows—periods without objective verification—are explicitly recognized and preserved as continuity conditions.
This record makes **no claim** regarding:
– cause of decay,
– fault attribution,
– enforcement action, or
– corrective success.
It asserts only that **time affects validity**, which is the sole jurisdiction of Block 06.
Time Integrity is determined by **interval truth**, not by intent, confidence, or historical assertion.
### **Constitutional Notes**
– This testimony instantiates **Block 06 only**.
– It does not redefine any block.
– It does not permit inference to replace elapsed time.
– It inherits sequencing and non-rewrite guarantees automatically.
– Verification artifacts (Block 05) lose authority when time integrity lapses; intelligence (Block 09) may not override this condition.
### **Block Mapping**
– Construction → Block 03
– Availability → Block 04
– Verification → Block 05
– **Time Integrity → Block 06 (this record)**
– Chain of Custody and Corrective Action remain uninstantiated here.
### **Lock Statement**
Time Integrity is now a matter of record.
This testimony is final.
It is frozen upon upload.
All future continuity instantiations inherit this temporal requirement.
