This record attests that **corrective action is a required condition prior to triage** when continuity gaps are identified within the Life-Safety Continuity Library.

Corrective Action is established by the following facts:

1. A continuity condition has been identified through verification, time integrity, or custody analysis (Blocks 05–07 satisfied). 

2. Corrective actions are **explicitly defined, documented, and attributable** to the identified condition. 

3. Corrective actions occur **before** escalation, exception handling, or triage. 

4. Completion of corrective action is **verifiable by new evidence artifacts**, subject to Blocks 05–07. 

5. Absence, deferral, or failure of corrective action is preserved as a **continuity condition**, not bypassed by interpretation.

This record makes **no claim** regarding:

– outcome sufficiency, 

– enforcement decisions, 

– liability determination, or 

– intelligence conclusions.

It asserts only that **correction precedes triage**, which is the sole jurisdiction of Block 08.

Corrective Action is determined by **documented remediation**, not by intent, explanation, or urgency.

– It does not permit triage to override correction. 

– It inherits sequencing and non-rewrite guarantees automatically.
