Intelligence is established by the following facts:

- Intelligence operates **on** continuity artifacts; it does not create, modify, or substitute them.
- Interpretive outputs are **explicitly labeled as analysis**, not evidence, verification, or correction.
- Intelligence may summarize, compare, forecast, or contextualize continuity states **without altering their authority**.
- Absence of intelligence does not invalidate continuity; presence of intelligence does not elevate it.
This record makes **no claim** regarding:

It asserts only the **permitted scope of interpretation**, which is the sole jurisdiction of Block 09.
