Block 03 Statement
This entry defines how the navigable envelope expands through validated transitions and how new domains are admitted without violating continuity.
Envelope expansion is earned, not declared.
Envelope Expansion Rule
A new node may expand the envelope only if:
- the transition satisfies all Constitutional invariants,
- MLP is present at every transition boundary,
- at least one return vector is preserved,
- coherence can be reconstructed without interpretation.
Failure of any condition invalidates envelope expansion.
Domain Admission Criteria
A domain is admissible when:
- its internal state demonstrates sufficient density,
- its boundaries are coherently defined,
- its entry and exit paths are traceable,
- its inclusion does not negate prior envelope structure.
Domains admitted without these properties are non-admissible.
Density Interaction
Envelope expansion is monotonic with respect to density:
- High-density nodes expand the envelope measurably.
- Low-density nodes do not expand the envelope.
- Zero-density regions are excluded by definition.
Return Preservation Rule
No envelope expansion is valid unless a return vector to a prior envelope node exists and remains admissible.
Exploration without return is non-admissible.
Scope of Authority
This block governs:
- envelope growth,
- domain inclusion,
- admissible exploration limits.
It does not:
- redefine geometry,
- override invariants,
- assert proof (reserved for Block 02).
Immutability Clause
This Block 03 entry is immutable once posted.
Any future modification must be issued as a new Block 03 entry with a higher sequence number.
Closure
This entry establishes the rules by which the navigable space of the system may grow while preserving continuity.
