Fuel Delivery Workflow Continuity

From loading rack to receiving tank—and from one documented fuel event to the next.

A delivery ticket documents a transaction. A correctly identified fuel sample and its evidence help establish fuel condition at a specific point. FOI connects that evidence to the wider continuity record.

The delivery question

What evidence travels with the fuel?

Each delivery may involve a terminal, marketer, dispatcher, carrier, receiving operator, sampling technician and laboratory. Product paperwork, receiving records, field screens and laboratory results may sit in different systems. The handoffs matter most when fuel condition is questioned later.

One fuel stream, distinct responsibilities. A supplier remains responsible for its product representations, a carrier for transport and delivery, and the receiving facility for its assets and acceptance decisions. FOI governs only the identified fuel-testing event and its supported evidence.
Who can participate

One workflow available to anyone handling fuel for testing

Terminals & loading racks

Link product identity and loading records to samples and other traceable evidence when testing is requested.

Fuel marketers & distributors

Support documented quality handoffs and clear laboratory follow-up when customers question delivery condition.

Transporters & carriers

Retain delivery, compartment and transfer details relevant to an identified sampling event.

Receiving facilities

Identify the destination tank, receipt event and any baseline condition before drawing conclusions about delivered fuel.

Service providers & samplers

Use repeatable sample identification, chain of custody and field-screening documentation.

Large fuel consumers

Connect multiple deliveries, storage tanks, test results and corrective work across sites and years.

A single governed workflow

The same ten steps apply to every identified testing event

  1. 01Identify
  2. 02Sample
  3. 03Custody
  4. 04Laboratory Performance
  5. 05Review
  6. 06Correct
  7. 07Verify
  8. 08Preserve
  9. 09Trend
  10. 10Next Event

A properly identified sample makes the handoff visible. A test establishes condition at a point. Continuity preserves what happened between the points.

This is the FOI fuel-event sequence, not a claim that FOI operates the full upstream supply chain. Correction is performed when needed and verified using appropriate evidence; no workflow step may be claimed complete without its necessary record.

Practical delivery applications

Questions worth answering before, during and after a delivery

Before loading

What product and batch information are available? Has a representative sample been collected under a documented procedure?

At the rack and in transit

Can the loaded product, transporter, compartment, delivery ticket and any tests be associated with the shipment?

At receipt

Which tank actually received the product? Were field screens performed, and was the receiving tank’s prior condition known?

Laboratory determination

What method, sampling location and measurement results support conclusions about condition?

Corrective response

Who reviews a finding, decides the appropriate action and orders any retesting?

Next delivery or test

Can the next team see the previous event and its disposition instead of starting from assumptions?

Large-volume fuel receipt: the scale of the handoff

For a site with 48 tanks of 10,000 gallons each, the total nominal storage capacity is 480,000 gallons. Multiple incoming loads may reach that inventory over time. The operating challenge is not just the number of deliveries, but preserving a traceable connection between deliveries, receiving tanks, samples, results and the next event.

Testing condition is not the same as proving brand or refinery origin. Water, particle, chemical and specification tests establish only the properties supported by their validated methods. FOI should not promise branded-fuel authentication or unique refinery identification without an independently validated analytical method and reference library.
