Fuel Stream Workflow Continuity

One fuel-quality continuity workflow. Available to anyone handling fuel for testing, anywhere along the fuel stream.

From the source and loading rack to the receiving tank, field technician and laboratory: every properly identified testing event can create useful evidence that carries forward to the next event.

Fuel changes hands. Evidence should not disappear.

Fuel passes among producers, terminals, marketers, distributors, transporters, receiving facilities, field service providers, and laboratories. Each participant has a distinct job. FOI's national campaign connects them through a consistent method for identifying, testing, reviewing, verifying and preserving fuel-condition evidence.

The fuel stream is the map of handoffs; the ten-step FOI workflow governs an identified fuel-quality testing event. A documented test does not prove every earlier handoff was verified. Where upstream evidence is available, it can be associated with the event while preserving provenance and responsibility.

Every fuel-handling community has a doorway

Refineries, terminals & marketers

Preserve available product, loading and source records when linked to a specific testing event.

Fuel distributors & transporters

Connect delivery identification and documented screening with receiving-party testing and follow-up.

Bulk buyers & receiving facilities

Establish incoming-fuel baselines and identify tanks, products, dates and sampling points.

Field service providers

Use consistent asset identification, field observations, sampling, custody and corrective-action handoffs.

Laboratories & quality teams

Associate analytical results with the right sample and carry the evidence into review and subsequent testing.

Fuel consumers & critical facilities

Track condition over time across generators, fleets, utilities, data centers, hospitals and other fuel-dependent operations.

A properly identified sample makes the handoff visible. A test establishes condition at a point. Continuity preserves what happened between the points.

FOI uses its laboratory and continuity records to preserve evidence of the fuel-condition event. The owner, supplier, transporter, engineer and service provider retain their existing authority. Where no correction is needed, the review and disposition are documented; verification follows applicable findings and actions rather than assuming work occurred.

Field screening and fuel-delivery workflows: appropriate field screening can support sampling decisions, but it does not replace qualifying laboratory methods. Claims about branded-fuel or refinery-source identity require separately validated testing.

National participation, without replacing existing reliability

This workflow is available for professional evaluation and use by organizations that handle fuel for testing. It does not transfer custody of commercial operations, ownership of assets, or control of the host platform to FOI. FOI governs only its documented fuel-quality testing and continuity event.

Life-safety emergency power is one application of this national fuel-quality approach—not a restriction on who may participate.
