Fuel-Quality Continuity

From project delivery and commissioning to facility operations—and every testing event that follows.

Engineers establish requirements. Project teams deliver systems. Facilities operate them. FOI preserves the fuel-condition evidence between handoffs, without replacing the systems these professionals already use.

The professional problem

Who carries fuel-quality evidence across the handoff?

A life-safety or mission-critical system can move through feasibility, design, procurement, construction, commissioning, operations, service, and renewal. Documentation is often divided among project files, specifications, work orders, vendor reports, and maintenance systems.

Fuel testing should not become an isolated report that is difficult for the next engineer or operator to find and evaluate. FOI's national workflow gives the identified fuel-quality event a consistent chain of custody, laboratory evidence, review, verification, and preserved history.

Authority stays where it belongs. Engineering retains engineering decisions, facilities retain asset and maintenance authority, and CMMS/EAM platforms retain their work orders. FOI governs the fuel-testing event and returns documented evidence to the organization.

One workflow; multiple engineering responsibilities

Project managers

Set requirements for baseline testing, accountable sampling, document delivery, and a clear handoff into operations.

Design & consulting engineers

Specify how fuel-condition evidence will be identified, evaluated, reviewed, and retained across the project life.

Commissioning teams

Connect the initial fuel baseline and any findings with corrective action, verification, and the accepted facility record.

Facility engineers

Use an identifiable testing history rather than start each maintenance cycle without prior context.

Service contractors

Perform sampling and testing tasks with repeatable identification, custody and reporting handoffs.

Maintenance platforms

Schedule and track tasks in their own systems while FOI preserves evidence for the testing event. No platform takeover required.

The governed continuity spine

Ten steps from testing need to the next event

  1. 01Identify
  2. 02Sample
  3. 03Custody
  4. 04Laboratory Performance
  5. 05Review
  6. 06Correct
  7. 07Verify
  8. 08Preserve
  9. 09Trend
  10. 10Next Event

A test establishes condition at a point. Continuity preserves what happened between the points.

These ten stages govern the testing event; they do not imply that every stage has been performed for every sample. Findings, corrective actions, verification, and final disposition require the appropriate evidence. FOI's LIMS supports the fuel-event record and history.

FOI's ten-step workflow education is intended for engineering students, practicing engineers, project managers, facilities teams, and service providers. Learning the workflow is distinct from conducting a completed fuel-testing event.

Optional annual learning commitment

Engineering CE documentation pathway

$250 / participant / year

Target: 16 qualifying PDH hours, in two milestones.

  • First 8: documented qualifying instructional hours and assessment completed through the online program
  • Next 8: structured learning activities over 12 months, tied to field applications and signed performance verification
  • Annual education/performance summary and state-specific documentation package

Not a guarantee of 16 state-approved credits. Eight hours cannot be awarded merely for finishing a shorter course; fieldwork alone is not automatically CE. Subject to documented instructional time, eligible educational activities, provider requirements and individual state-board acceptance.

Proposed annual pathway. Ask FOI about program availability, qualifying hours and state eligibility.

Where engineering can put the workflow to work

Healthcare & emergency power

Support applicable NFPA 110 fuel-quality responsibilities alongside distinct NFPA 99 and NFPA 101 healthcare and life-safety obligations.

Data centers & critical facilities

Coordinate incoming fuel, commissioning baselines, tank identity, multiple assets and recurring testing history.

Municipal, utility & public facilities

Carry fuel-condition evidence across operators, contractor changes, scheduled maintenance and emergency readiness work.

FOI's program is independent; it does not imply NFPA, ASHE, engineering-board or software-provider endorsement.
